SIC Masked Rider Hibiki

Admittedly, I am not much of a Kamen Rider fan. But I know enough to know that Hibiki is not normally white. Can anyone fill me in?

From Bandai, due 01/09, 1,050 yen

Here's a better picture - looks like its actually a sub-line of SIC called "Youkutama" which translates into "Polar Soul"

Looks like a shot of it "in-construction". And that price doesn't seem quite right. I've never seen a SIC go for 10 dollars.

I think it's a new series of sic, kind of mini SIC. From the picture, if my eyes doesn't deceive me, it's only 12 cm tall (hence they compare it with the usual SIC)
