Changes to Blogs

Due to some blog spamming, we've created a new role called "Blogger" and only those who are assigned that role can post blogs. Anyone can get assigned that role, they just have to ask. People who have blogged already have this role by default.

If anyone has random chit-chat, feel free to use the forum, rather than a blog post.
